I have a new mod, called Additional Loot Tables. What it does is let you (or mods that utilize Additional Loot Tables) add any number of loot tables in the config folder and Additional Loot Tables will automatically merge all of them with the default loot tables. This way you can have a mod add custom treasure chest loot without having to manually change the loot_tables folder on a per world basis.
I will be using Additional Loot Tables in all of my other mods when I update them to Minecraft 1.9 so that I can seamlessly have them add their loot to your treasure chests.
When this mod is installed, it will create a folder in the config folder called additional-loot-tables. You (or your mod) can place folders in additional-loot-tables that contain loot table definitions.
For example, ModX wants to make dungeon chests contain a jetpack as treasure. To do this, ModX creates the file config/additional-loot-tables/modx/chests/simple_dungeon.json. This file contains the loot table definition for spawning a jetpack. When a player with ModX and AdditionalLootTables installed creates or loads a world, AdditionalLootTables automatically detects the files in config/additional-loot-tables and merges them with the default (or manually added) Minecraft loot tables.
My mods: Base Metals, Power Advantage, Steam Advantage, Electric Advantage, Minecraft Mineralogy, Dr. Cyano's Lootable Bodies, Dr. Cyano's Wonderful Wands & Wizarding Robes
This version makes the skeleton example a little less annoying and adds a config option to force Minecraft to crash when Additional Loot Tables encounters an error in the loot table files (useful for debugging, off by default).

How it works

Forge changed how loot works; this can't be used with Forge builds after 1885 until we get a new build.
