It's not implemented as a forge mod, but instead as a base edit (archaic as that is). You have to do some more complicated installation procedures, and I don't think that process is compatible with forge at this time (I haven't tested). Check the main post for more info, section installation instructions.
I'm slowly in the process of updating to forgegradle 3 which should let me port to 1.13.2 forge (or similar) in the same way I support liteloader for older versions, but it's a complicated process (because of the various existing things I have to support targeting multiple versions) and I don't have too much free time right now. I can't say exactly when it will be done, just that it's one of my priorities (and has been for an embarrassingly large number of months now).

Hmm. Can you post the crash from when you're using multimc? With regards to the single line, you can use a json formatter to clean it up (the launcher previously did that when saving the normal version, and I thought it still did) -- and note that you don't need to change it back to one line afterwards or anything like that.

The error message you're getting looks rather drastic, but it's just java seeing that something is not of the right type and getting upset about that ("Bad type on operand stack" ... "Type 'bku' (current frame, stack[1]) is not assignable to 'bcr'") because class names in 1.9 are much different from those in 1.13.1 (bku in 1.9 is WorldClient, and in 1.13.1 it's BlockPistonBase; clearly, a world can't be substituted for a piston).
Make sure to select the right version, and hopefully everything should work.
If you've got any ideas for how I can make the version distinction clearer, let me know; I recently changed it so that they'd be sorted more sanely (hence 1.09.0 instead of 1.9, because before 1.9 appeared after 1.13 and 1.13.2 appeared before 1.13). ah, I completely missed that! Most of the time downloads are sorted from newest to oldest so I just grabbed the top version without noticing. Maybe move the version to the front of the name so like "1.13.1-mod-worlddownloader-baseedit-4.0.4.0.zip".

And on a related note... 1.14 is planned to release tomorrow (whether or not they'll make that deadline, I'm not sure). I'll update to 1.14 eventually, but I do want to fix the build system first. (Of course, I wanted to do that before 1.13.2 too, and didn't manage it :/). Either way, don't expect to see a 1.14-supporting build until at least a week after 1.14 first releases.

If the server is using something like spigot, you don't need to do anything special. However, since you're asking, I assume that it's using forge or something like that -- content mods. Unfortunately, base edit builds just cannot be used with such servers. The benefit and weakness of base edits is that they have no dependencies: they can be used without e.g. forge, but are thus incompatible with it. You'll need to wait until I actually get a port done, which brings us to:

This is something that I would like to do at some point, assuming mumfrey does not magically resurrect or something. However, it's dependent on me fixing the build system issues -- right now, I can't target anything other than a base edit for 1.13 and above due to the way the mod is compiled.
As I mentioned earlier, I hope to fix these problems to also handle 1.14 support, though when that will happen exactly I'm not sure. The likely order is that I'll first get a 1.14 base-edit build out while also fixing the build issues, and then port 1.13 to some loader. But given how long it's taken me to get the build issues resolved, I'm not sure how that will pan out. (Granted, I haven't been working on the build system too much recently but rather on a bunch of other Minecraft and non-minecraft projects and now I have different priorities. But we'll see.)

I haven't had time to check this currently, but there is one thing that might make a difference. Do you currently have multiworld support enabled? (If you don't recall, the way to check is if you get prompted for a world name when starting the download or accessing options - if you get a prompt, it is enabled.)

Go to Edit Instances and go to the button "Add to Minecraft.jar"
Then select Moddownloader.jar
