I completely agree, we do need more documentation for this mod, and a simple tool for making packs would be very beneficial. We were once working on both of these things, however my partner on this mod has quit Minecraft Modding, and as a result things are kind of in limbo. He was the one who was making the Gui. I actually picked up Python yesterday, and am using it to run a small IRC bot I wrote from scratch. It may be worth looking into creating a GUI using it.
I wrote a record pack maker using pure javascript for "More Records" on 1.6.4, just to take the headache out of creating the json for the 140 records i added to my server.
Looking at the way you have things set up now, it shouldn't take much tweaking to set it up for the 1.7.10 version. I'm setting up a 1.7.10 server now, so it's only a matter of time before i need this again, i'll drop a link here when it's working.

Why MCreator sucks: jcm2606's file (doesn't open a new tab) He allows/welcomes anyone to link the file, so I put it here in my signature for people to know how MCreator functions. I thank jcm2606 (he's awesome) for creating the document/file and I'm just here to spread the word.
Well, delax beat me to a utility with a gui.. but mostly because I spent too much time messing around with the HTML5 filesystem API for my own sanity...
I wasn't planning on bothering to continue working on it, but...
If there's enough love, I might be able to be talked into finishing my web-based version.
Just had a deeper look into the pack-O-tron and it seems very promising. If a few of you would like, I could set up a group PM so we can discuss a few the pack creation tool and the future of the mod.

I can make Windows exe builds, but as I lack a Mac and/or Linux I cannot build for them.
The source Python scripts will work wherever that has python (3k), of course.

Added in ability to read a JSON file with all info written in it.
Figured out how to use the extra options (lore, special name, shiny), were there others?

Holy hell there's a lot of json files that need to be filled out "just so".......
On the upside, each record can have:
a custom name
custom lore
a custom description (shows in tooltip + when playing)
and all of these can be colored using MC § color codes.
yeahhh... this is good stuff.

There is at least one more option I'd like to add to help creation of large packs: default record textures.Currently, you have to indicate every single one; more than tedious even if you want 20+ records with identical textures.Edit: Did that.
This works pretty good. I can verify that the pack files are generated properly.
Just for everyone's reference, if you're wondering just WHAT all of the text options are for:
Also, you can prefix any of the text with the minecraft "color codes" and "format codes" and further customize your records.
Notes:
Special Name: Also shows up as the "item name" when you select that item in your hotbar
Description: Also shows up as the "Now Playing: Record Description"

Private Elivion Server running on Thermos 1.7.10-1614.58 with 182 mods. Always running the latest mods updates.
Long story short:
I wrote the script in Python.
Mac didn't seem to appreciate said script.
