Sorry, this idea isn't what I'm looking for. Sure, the vortex mechanic is a bit different, but it doesn't have anything to do with sea snakes. Unity is important in design. I will not be adding one-hit-kill attacks unless it makes complete sense for the design and mechanic. Even if the horns and bite attacks don't kill in one hit, they are both identical in function. HP leeching also doesn't correlate with the other themes or mechanics you've outlined. Instead of thinking of a single, interesting drop, you have indecisively made every piece of its design into separate drops, most of which operate on mob-mod cliches.
The various pieces to the design need to come together to form a coherent and singular whole.
I had an interesting thought occur while testing some mod interactions.
Certain biomes which counted as valid Foliath spawning areas made them stick out like a sore thumb (in this case it was a rather blue biome). I'm not sure if it's possible, or been suggested before but it would be nice if the Foliath's plant & stem color was variable to the grass & foliage color.
I know some other mods that do this to the entire mob, but I'm unsure if it would be possible for just a certain part, but it would be a nice little feature to smooth over some indirect compatibility. Definitely a quality of life addition.

All day long this creature will just wait for a tourist or helpless creature below it. At the right moment, it will lift its tail, thus loosening its hold on the mountain, and descend rapidly down the slope. With the beast’s mouth wide open it would swallow all that got in its way. It could also have fins that work like arms to climb itself back up to repeat, but it used its tail to climb itself backward up the mountain.
Alright, I'm going to make a partial suggestion for the deep-sea fish monster; I strayed away from making a full one due to fear of me inevitably messing it up. Anyways, here goes...
The deep-sea mob should have blue eyes, and should only be able to detect sharp movements, similar to an ocelot. If you turn your head really slowly, sneak underwater, or just stay completely still, it will just swim past you without noticing you. However, if you swim normally, use the fast-swimming function added to 1.13, or turn your head really sharply, its eyes will change from blue to yellow, it will let out a deep growl, and it will start relentlessly attacking you.
The fish should also have more health than a regular mob in order to make it intimidating, and to give the "it can't see you if you don't move" mechanic some usefulness.

I'm sorry, but I really don't have time for any more projects. I'm also really not a fan of How to Train Your Dragon. I would much rather work on more original concepts, and I think the community agrees.
