Note that there must not be a data/ directory inside that directory, but instead all the structure files are directly there. And then be sure to enable the BB types you want to see in the .minecraft/config/BBOutlineReloaded.cfg config file.
I found the issue by searching in the logs under .minecraft/logs/
The directory the mod was looking for was a bit different than the IP address. If you have this same issue check your minecraft log after connecting to the server and search for BBOutlineReloaded to see what directory the system is trying to check.
I use the JourneyMap mod also. Both mods use the "B" key and they interfere with each other. Is is possible to change BBoutline hotkeys? I guess that I should mention that I play SSP, 1.12. To use the two mods, JourneyMap and BBoutline, I have to log out, swap the two mods in and out of my mods folder, and re-log. It works, I make do, though it would be nice to not have to do this.

Installing on Vanilla in the new Minecraft launcher - tested on Mac only, but steps should be the same on Windows (I'd love someone to try this out and let me know!)
Load the version you want to patch at least once.
Open minecraft/versions folder using Explorer/Finder.
Copy the folder for the version you want to patch, e.g. 1.12.2 copy to 1.12.2-BBOR
Open new folder and rename json file to match folder name.
Using a text editor edit the json file, changing the id to the folder name, and removing the contents of the downloads sections, and save the file... e.g.:-
"downloads": { },
"id": "1.12.2-BBOR",
Rename the jar file to .zip and extract to a folder.
Copy contents of BBOR release zip into folder extracted in step 6.
Remove META-INF folder in extracted folder.
Compress/zip contents of extracted folder into new archive.
Rename archive to match json file with .jar instead of .zip
Open Minecraft Launcher, open Launch options, and click + Add new.
Type a meaningful name, and select the new BBOR version you just created from the drop down, and click Save.
If all goes well you should now be able to launch a BBOR patched vanilla version.

This is where I learned of it, and I suspect many have also. The Villager Marker Mod code, for those who don't know, has a Spigot plug-in that when the SMP server runs the plugin, it communicates with the LiteLoader Villager Marker mod the information it needs to render on the client.
2) Would @irtimaled be willing to look at the VillagerMarker code again to have the spigit plugin server component make available what Forge Client needs to render for SMP servers?
3) Would @irtimaled be willing to make suggestions to eruvanos so the *liteloader* side of the VillagerMarker mod could be expanded to use the BoundingBox Outline code from here in the LiteLoader client? Perhaps a bit of communication and collaboration could see a single Spigot "SuperBoundingBox" plugin for SMP servers that communicates with both a Forge SBB client and a LiteLoader SSB client what is needed for people to have the choice of using LiteLoader SBB *or* Forge SBB. This would be a huge improvement and asset for both this version and the VillagerMarker mod.

EDIT: I spent tonight playing Minecraft with my nephew who is visiting with my other sister, not his mom, three timezones away. I expect to be playing Minecraft with him tomorrow night (28 DEC 2017) as well. The visits are rare for him, so this is pretty much the only chance my nephew and I may get for some time. I'm also not clear when you may be available to chat, and I'm on the West coast working late daily until 31 DEC. I'll try to sort it out. I'm not sure what I can do other than hope you can sort out a way to do a Spigot plugin for your Forge mod the same way Village Maker has a Spigot plugin for their LiteLoader mod. I don't do Java development, my 44+ hrs' per week (with gusts up to 66+) makes it difficult for me to even consider Java development. But if you can use Village Marker's template to make that Spigot plugin, it would be a godsend I think for MP servers that would like to use your tool in that environment, presuming /ops are ok with it.

For everyone who doesn't follow me on twitter or watched the GitHub... I've been doing a bunch of work on the mod over the past few days and I've got villages updating in almost real time now - even on forge (client/server and LAN client) - I'll try to push out an update in the next few days if I can. I'm also going to look into making a litemod client mod, and maybe even a Spigot plugin to work with the forge & litemod clients... Who knows!

It's working just fine in 1.12.2. For me atleast.
are you using forge or vanila?

@MrLexias To use with a server you need to use forge. The vanilla mod is only client side.

JaguarDown: I posted last month the exact steps... If you can't follow these then I recommend you install LiteLoader or Forge.
