Stat leveling has been added in the NEXT version of the mod. So far, only weapon skills can be increased. To actually level the skill you must land a certain number of attacks upon mobs, kinda like in Skyrim. This may be tweaked in the future. About guns, I'll check on that. It hasn't happened to me ever, but I'll see if there's something causing it.

Hi, I'm using your latest 2.2 version for 1.7, but I'm still getting the bug where you receive microfusion cells instead of reloading your gun. Was this not fixed for 1.7.10 yet? This is on a server if that helps.

After testing out the fix, I actually found a new bug.. If you have the ammunition stacked the entire stack is removed when reloading. Just thought you might like to know, thank you!

Alright so I started a new map for just structures. I finished the Legion raid camp and now I'm working on the Legion fort. I'll do the NCR structures after.
EDIT: Here is a picture of the fort. Also I left the chests empty so unless you want me to fill them it's up to you

I don't mean to spam your thread, but I'm quite impressed with how well the NCR structures are turning out. For the Millitary base I was heavily inspired by Camp Mccaren. I'll do a Brotherhood Bunker after I'm done with the NCR military base. Will you have any issues with doing underground structures?
Also I have a suggestion. Would it be possible to add the ability to join a faction? You could hire Troops from the fort/camp's Commander/Decanus.

Is there a way to level up the skills on the pip-boy?
As of right now, skills are leveled up in a skyrim-esque way, meaning that the more you use a medicine/fire a weapon/do various things the more the respective skill will increase. This is also in the *next* version of the mod. Skill leveling and leveling in general will eventually be moved in to the pipboy with a UI and everything.
@LuciusVenatius If you don't mind suggestions, maybe you can recreate Fallout first? Probably would be quicker, and easier, and it'd be pretty awesome.
@Blfngl This mod seems awesome, is it possible you can get it to 1.8.8, or when it comes out, 1.9?
Also, I haven't downloaded this mod since I don't mod Minecraft much anymore, but maybe I'll download it when it is more finished, or when it becomes finished. Also, I think you should have two versions, one that has graphics look more like Minecraft, and one that makes the graphics look realistic as you've already made most of the HD graphics, won't be too hard to make pixelated ones, right?
I appreciate suggestions, but I'm trying to make buildings that would work for random generation. I could try and get permission from one of the Fallout map makers if I could use some of their buildings though. But recreating one of the games maps isn't what I'm going for unless the mod creator wants to go that route

I've considered this in the past, but I don't really feel like it adds something to the game. It might be added in the future.
