Make sure you're not extracting the zip file. In your shaders menu, make sure the shaderpack you're clicking on has .zip on the end of the name.
I have tried it, but no, it doesn't work. I'm hoping to get 2D clouds in the next release.

I've done my best, but any further improvement could not be made without rewriting a large portion of the code.

Do you think I can run this on my computer i get 30-45 fps on survival with optifine and 50-109 fps on multiplayer with optifine.

Well I would say that while the shaders probably would work (depending on your graphics model), but would not, by any stretch, work well. Feel free to give it a try, though.

apparently the latest video driver fixed it! it seems to work now but a lot of effects are missing. shadows look strange and it doesn't look like in the screenshots at all. very gray and weird! any idea what's wrong?

In final.fsh there's a line called water reflections or something similar. Uncomment it.
Its Simple Actually The Standard SNT Is Plain While The New SNT Is The Shadow Resolution Gets Lower In A Far Distance And It Gets Higher When It's Near
