I just uploaded a new version of RFTools with the following changelog:

New Chinese Translation from ViKaleidoscope.
New Developers Delight item which is a creative-only item (no recipe) that can help developers inspect the tileentity and block information for any given block in the game. Just select the block and you can show various things related to the block on both the server and client side.
Added a sound effect when a teleportation succeeds (volume can be configured). Also added a sound effect when a teleportation fails.
Implemented damage in the shield system. You can now control per type of entity if it should get damage in case the entity hits or passes through the shield. This requires RF (the amount of damage and the needed RF can be configured in the config file).
Fixed a bug with the teleporting system where breaking a receiver that was part of a dialed connection would still allow the player to use that teleport. This is now avoided by applying a severe effect in case the player tries to teleport.
Fixed a bug with the GUI of all blocks showing the wrong energy amount. This was just a visual bug and only occured when using RFTools on a server.
Fixed a bug where opening the GUI of the dialing device would cause the client to crash if used with a server. Single player was fine.
When a dialed matter transmitter is picked up with a wrench (sneak-right click) and placed down again it will now keep its dialed information. So this way you can charge up and dial a transmitter and bring it with you so you can return to the dialed location.
Started work on a new system. This is all work in progress. However you can now find Unknown Dimlets in chests and the Unknown Dimlet item is also a rare drop from killing an enderman. Keep these Unknown Dimlets. They will become useful later.
Fixed a typo in the RF monitor tooltip.

BTW, I'd like to tell you that I started working on a more technologically oriented version of Mystcraft inside RFTools. Basically think Mystcraft but with less instability and (a lot) more RF. Here is a rough outline of the current ideas (some already implemented):
The basic way to construct dimensions is by combining Dimlet's (this is roughly similar to mystcraft pages). There will be dimlets to alter terrain, control sky, control dungeon generation and so on.
Some basic dimlets are craftable (as opposed to Mystcraft). So I want it to be possible to make basic void ages or simple ages that don't contain too much without requiring exploration.
Specialized dimlets need to be found. Currently dimlets can be found by killing enderman (rare drop) or in dungeon chests. When you find a dimlet it is known as a 'Unknown Dimlet'. This is basically a dimlet that you don't know yet. You need to research it before you can use it.
Unknown dimlets are researched in the Dimlet Researcher. This takes a bit of energy and a bit of time and will transform the unknown dimlet in a known dimlet based on rarity (for example, the dimlet to create an age full of diamond blocks would be extremely rare.
To describe an actual dimension you would create an Empty Dimension Tab item, put that in the Dimension Enscriber and then add the appropriate dimlets. When finished you would start enscribing the age and this will return a 'Realized Dimension Tab'. This item represents your actual dimension (this is similar to a Mystcraft book). As with Mystcraft if you don't specify certain things it will be randomized. So if you don't specify a biome you will get random biomes.
At this moment the dimension is not yet created. You just make a Realized Dimension Tab which describes the dimension. To create the dimension itself you need to put this tab in the Dimension Builder. This machine will require a lot of energy and time (how much depends on the complexity of the dimension you're trying to build, making a dimension full of diamond blocks will consume a HUGE amount of energy). When done it will have created your dimension.
Now to get there you will need to use the teleportation system that is already in RFTools. Using a Dialing Device (already existing item) it will be possible to dial directly to the spawn point of a created dimension by putting a Dimension Chest adjacent to the Dialing Device and then putting your Realized Dimension Tabs in that chest. Teleporting to a dimension this way is costly so if the dimension is good you probably want to make a more permanent teleportation setup using the regular RFTools teleportation devices.
Note that (same as in Mystcraft) you need a way back! You can use any means of inter-dimension teleport available to you but RFTools also offers a solution. It is actaully possible to pre-dial and charge a matter transmitter to a given receiver. By doing that and taking that matter transmitter with you, you will be able to get back easily.
I have no plans (at this moment) for introducing instability in created dimensions. I feel that my system is expensive enough as it is and for now I don't think I'll add something like that.

that sounds very cool, i like mystcraft but hate the instability. so i'm really looking forward to see where this goes. i like your mod and your teleportation system is kick ass. cant wait to try it out!!

I've whipped up some MineTweaker 3 recipes (tested but not playtested, so if these are too hard or too easy sorry about that) to make this mod better integrated with the original Redstone Flux mod, Thermal Expansion.

Your item crafts without issue, though no other recipe pops up with center row of nuggets and bottom row of stone. Not sure what to say about a recipe conflict. >< Also, when I access your in-game manual, page 5 loads properly after I change the recipe. Reverting the recipe to its original state crashes the client again.

Hmm, strange. Well I can add code to protect against the crash but I don't understand why it appears in the first place. What happens is that my manual code is trying to get the recipe for my machine base to show it in the manual. The recipe should be a normal Shaped Recipe but for some reason it isn't.
Have to think a bit about this.

BTW, Some progress. Two of the machines for my dimension builder system are implemented and (mostly) working:
The first is the dimlet researcher. This is the device that you will need to research the unknown dimlets that you find in dungeon chests. It will return a random dimlet that you can later use to build dimensions:
The second device is the dimension enscriber. This machine will allow you to craft your dimensions by combining dimlets and putting them in a dimension tab (item on the bottom left). The final dimension tab will be the thing you need to put in various machines to create your dimension and also to maintain the power to it:

This machine is responsible for actually creating the dimension itself AND also for maintaining power to it. In addition it will also allow the teleportation system to hook into this so that you can actually get into the destination dimension. I just released a new version of RFTools. Warning! This does *not* yet contain a usable dimension builder system. This is just a bug-fix release for a number of issues in current machines:

Added WAILA and NEI API's for future better integration.
Made the in-game manual safer so that it doesn't crash if it can't find a certain recipe.
Moved the rftools.cfg to a separate rftools config folder. You can delete the old 'rftools.cfg'. It will no longer be used.
Fixed debugging logger so that it is easier to find out what's wrong with machines that are sensitive to timing (i.e. the endergenic generator).
Fixed a potential problem in the endergenic generator where it would sometimes forget to remember the ender monitor blocks that were adjacent to it.
Made the endergenic generator a bit more forgiving. First it will now (by default) only use 500 RF per tick for holding a pearl (instead of 1000). Secondly it will now destroy pearls with a 0.5% chance instead of 1% chance (configurable) and finally it will no longer use RF if there is not enough RF to hold the pearl. In that case it will simply destroy the pearl but keep the RF.
The endergenic generator now also has a small (2000 RF by default) amount of RF that it will never send out to adjacent conduits or machines. This buffer is used to be able to hold pearls in case that's needed.
Many cleanups and various smaller fixes.
Many changes to the Dimension Builder system. However this is still not usable in any way so there are no crafting recipes yet. Additionally due to changes in the way known dimlets are stored you will get warnings when you load an older world from 1.31 with this version. This is ok. You can safely ignore those warnings (missing items).

Here you see a tooltip of a realized dimension tab item. This is an item which contains information for a specific dimension. In the tooltip you can see a summary of the kind of dimlets that have been used as well as the progress on creating the dimension (23% in this case, the item was taken out of the dimension builder before the dimension was ready). In addition you can also see the total cost (per tick) to create and maintain this dimension as well as the total time needed:
Note that these values are totally not balanced in any way. I just invented some numbers out of thin air
But basically you can configure the cost fully. There are three costs associated with a dimension:
The RF/tick needed to create the dimension
The amount of ticks needed to create the dimension (so multiplied with previous value this will give the total RF)
The RF/tick needed to maintain the dimension.
These three values all have a base cost which is currently set too:
At least 1000 RF/tick to create any dimension
At least 100 ticks
At least 10 RF/tick to maintain any dimension
So the cheapest (void) dimension will need a total of 100000 RF to create and need 10RF/tick to maintain.
Then for all types of dimlets (biome, terrain, block, structure, ...) there is a default cost for any of the three above settings.
And then every specific dimlet type can override any of these (i.e. diamond block overrides the settings from the material dimlet type).
And of course ALL of this is configurable

Hmm, strange. Well I can add code to protect against the crash but I don't understand why it appears in the first place. What happens is that my manual code is trying to get the recipe for my machine base to show it in the manual. The recipe should be a normal Shaped Recipe but for some reason it isn't.
Have to think a bit about this.

The first is the dimlet researcher. This is the device that you will need to research the unknown dimlets that you find in dungeon chests. It will return a random dimlet that you can later use to build dimensions:
The second device is the dimension enscriber. This machine will allow you to craft your dimensions by combining dimlets and putting them in a dimension tab (item on the bottom left). The final dimension tab will be the thing you need to put in various machines to create your dimension and also to maintain the power to it:

Here you see a tooltip of a realized dimension tab item. This is an item which contains information for a specific dimension. In the tooltip you can see a summary of the kind of dimlets that have been used as well as the progress on creating the dimension (23% in this case, the item was taken out of the dimension builder before the dimension was ready). In addition you can also see the total cost (per tick) to create and maintain this dimension as well as the total time needed:
Note that these values are totally not balanced in any way. I just invented some numbers out of thin air
But basically you can configure the cost fully. There are three costs associated with a dimension:
Then for all types of dimlets (biome, terrain, block, structure, ...) there is a default cost for any of the three above settings.
And then every specific dimlet type can override any of these (i.e. diamond block overrides the settings from the material dimlet type).
And of course ALL of this is configurable
