Yep, the crusher in the mod right now is the coal-burning (or other flammable materials like a furnace) variation of what will become an RF powered ore doubler. It will also crush up metal blocks and ingots back into dusts, which will be used for other recipes in the future. Of course the crusher will be able to crush other materials too.
The uranium cells, once I feel the time is right, will have a major overhaul - lots of the mod will be focused around high end nuclear and sub-atomic physics, so I want to flesh out the Uranium system as best as I can. Think of the nuclear furnace and current Uranium cell as a placeholder for the usage of Uranium
Yes I was considering increasing the fuel usage to 1 coal -> 2 crushes, but that seems like being far too harsh! The RF machines will still of course be quicker and more fuel efficient
I was interested in this mod when I looked at the name, and then when I looked at the content, I was dis-interested. Mainly because the title is very misleading. :\

is crusher able to break cobble into sand or gravel?
Yeh, as I said, I forgot about that and other recipes - will add them in the next version. In thinking cobble -> gravel -> sand as the recipe chain for cobble in the crusher.
Are those the only crusher recipes you're adding or can there be more, such as 1 iron plating -> 2 iron dust, since 8 iron plates is equal to 17 iron ingots
Yeh, sure, I'll add recipes like that - so you mean recipes which give back the raw materials from machine parts? I actually have plans t have a machine capable of doing that anyway!

A friend of mine said he crashed when he didn't use codechickencore (when not using NEI, because you need codechickencore for NEI anyway) - if this happens don't worry as that will hopefully be a fix for the next version, for now I will just say it is needed. Also don't be afraid to ask questions or suggest ideas if you want to
I didn't tryied it yet, i don't have time...
But i think you can improve this by use the recomended forge version instead the lactualy version.
Often, higher versions are unestable and can crash minecraft.
Another thing it's that for NEI, you can try to put a variable to detect that mod. That problem it's ussual in the first mods.
If you have problems whit NEI api try to see open-source mods, sometimes it help you to understand how mods work.
I haven't had any Forge related crashes yet - but I tested it with the recommended version (10.13.0.1180) and it still worked fine. And yeh I think I need an 'if' to see if NEI is installed
