Working for both the owner of the Portal and perhaps one for the "server"
Portal owner > The cost gets put in a special block or something that only he has access to.
Server owner > Cost will just be deleted (Admin teleports)

Sorry, I meant the version of EP that Alz rewrote specifically for the jump from 1.6.4 to 1.7.2 (backporting it to 1.6.4) I believe is where it disappeared.
The transfer cost for portal usage comes in energy. I understand that you mean more of a monetary type of payment, but at this point that kind of option is best reserved for bukkit plugins. Maybe perhaps when a mod-based economy system becomes popular we'll develop something that uses it.
[side rant]We also use Cauldron for our server, so I test constantly with it and think an integration with mods and bukkit plugins are essential. There are so many things that I think plugins bring to the administration side of servers that mods don't right now and will try to address incompatibilities with forge and cauldron.[/side rant]

Yea, Multiverse by itself does a good job of providing a cost of portals. But that almost renders EP3 "useless" sadly enough. Still I really like EP3 alot and along the lines maybe we can get something that will work really good, be it a plugin or a mod.
Its really hard to maintain a server without plugins to keep track of greifers and such. Plugins really help with alot of things that mods cant/dont.
I don't know if this has been suggested or not, nor am I coherent enough to search. I think it would be awesome to be able to set liquids as the actual portal, not the frame, but the portal blocks, give the portal a circular shape and use flowing water blocks as the interior to make a bloody Stargate. The water obviously wouldn't flow. if this has been mentioned, Ignore. if not, there's an idea.

I tried putting it right on top of a stone brick floor, then I tried plopping it into the floor so where you walk in is level with the floor and still no go. It's fully enclosed, no diagonal blocks. Any help appriciated.

I had this problem and I was because my portal controller was the the corner block of my portal. I moved the controller block to a space other than the corner and I was able to link it just fine. Not sure if that is the same problem but you might try it.

Sorry, I meant to write this bit into the wiki but it slipped my mind (I'll do it in a second). Portal Controllers need to be against the air blocks that will comprise of the portal area. They don't even need to be in the portal frame itself. However, there is an issue that will be temporarily resolved in the next release that may play havoc in larger portals.

i use enhanced portals before when it was started to now so umm i dont know how get RF energy that require power make my portal not work because no energy or power so i just do go to config require power to false in config that way make my portal work just wonder how to get energy? i try check wiki still not see anything that show how get energy but i just turn it off for now in config that require power because not know how get power i have DBS but got nothing on it no power but the card work well thanks anyway

RF can be gotten a couple of ways. Thermal Expansion 4 is the main mod for RF power, and you can also get RF from EnderIO. Remember you can also turn off the power requirements in the config file. Wiki

Not very good with computercraft/OpenComputers, but its possible to something like i want with it?

go to .minecraft > config > enhanced portals then open the config file with notepad and change ' require power ' to false

I use John Smith Legacy and add the modded textures from here.
