@einsteinsci Probably the modifier-bug with redstone/quartz. I assume you had the tool before 2.0.1. Add a few creative modifiers and see if it works then.
No. Howere it is only removed when the Harvestlevel Tweaks are on, since it'd break the progression. Why would you want it back?
Well, I personally would because, to get diamond you need to be able to mine it anyway. I prefer setting it so bronze can only mine up to diamond, and then you HAVE to apply diamond to the bronze pick to get it to mine obsidian.
@SixOnTheBeach You can also get it from a levelup. However the bronze->diamond interaction sounds really interesting, I didn't think of that. Would allow me to remove the bronze-nerf option and make it default. But then it'd still only be diamond and ONLY work on bronze level tools.

Turning off Harvestlevel Tweaks does allow diamonds and emeralds to work, but it leaves a message on the tool that it has invalid data and if you put it in a crafting grid it removes the mining level boost.

However, I noticed one potential balance issue: Hammers, excavators, and lumber axes (possibly with a few others I don't use very often) all take a *very* long time to rank up compared to "normal" tools like pickaxes and swords. This is not very noticeable with hammers when stripmining, but because excavators and lumber axes aren't used nearly that often, it can take hours simply to get out of clumsy. I had to mine 16 stacks of sand and 23 stacks of dirt simply to rank-up my excavator out of clumsy. I haven't even come close with the lumber axe.
Would it be possible to add a harvest level to enchanting tables? You see some dungeon mods have them as standard rewards and it makes things a bit too easy to obtain one in hardcore survival challenge type mod packs. Having a harvest level of obsidian would be very fitting of course this can be optional so that others that don't share the same feelings on the matter can just disable it.
I should specify a bit more sorry about that. You see right now the enchanting table can be mined with a flint pickaxe. This means that pickaxes and hammers sees the enchanting table as a stone block rather then an obsidian block. That is why I asked to have it changed so that way the enchanting table can't be mined by a player until they have an obsidian level tool.
Ah, now it makes sense. Yes, that's definitively a bug. I think that's actually a Forge bug, since they don't set the harvest level of the enchantment table in their hooks. Will be fixed in the next version, thanks for reporting.
No problem always glad to help out a mod author when I can. I forgot to note that yellorite ore from Big Reactors also doesn't have a harvest level so it too is treated as stone. If I remember right it is listed as uranium for the forge ore dictionary so it needs to be added to Ardite mining level. I'm basing that mining level off of the settings for nether uranium ore from the nether ores mod. Sorry about forgetting to note this before I was just waking up when I first posted and it slipped my mind before. Anyways thanks for taking the time to look into this and keep up the good work.

This is a known bug. It has been fixed and will no longer occur in the next release.
