A client-side add-on for Waila that adds information about the harvestability of what you are looking at.
By default, it shows whether or not you can currently harvest the block, the required harvest level of the block, and the tool type that is effective against the block. Plus, there are many configuration options in the Waila modules configuration screen to tweak it to show exactly what you want it to.
Note: This mod is mostly intended for use with Tinkers' Construct, but the information is still applicable without it.

Just tested with Iguana Tweaks and the red/green color (showing whether or not your current tool has the appropriate harvest level) gets overwritten by Iguana Tweaks' harvest level colors. I'll fix that soon.

Is there anyway to change the data for Gravel ore to say Shovel instead of pickaxe?
Which gravel ore? Have you tried harvesting it with a pickaxe? The Tinkers' Construct gravel ore says shovel for me, and I'm not really sure how it could say pickaxe if it's not actually harvestable with a pickaxe.
By the way, there is no 'data,' the mod reads the effective tools in the same way that the game does when you try to harvest something.

Seems to be a long-standing bug with Iguana Tweaks for Tinkers' Construct/TiC Tweaks. They add the pickaxe as an effective tool for everything in the ore dictionary entry of each material, which includes the gravel ores. Also, the tooltip is not technically incorrect, because you actually can mine the gravel ores with vanilla pickaxes when TiC Tweaks is installed; you just can't do it with TiC tools.
I'm not sure how I'll deal with this. I'll definitely submit a bug report/pull request to TiC Tweaks, but it might be worth adding it as a special case to this mod as well...

I'll add a removal of the pickaxe as an effective tool on the gravel ore for the next update of Tic Tweaks. I should of thought of it myself when fixing the other old bugs.

I love this mod and the others that you made. It really makes the game more enjoyable. I did notice one thing however. When you come across a silverfish block that is "immitating" a regular stone block, it of course has no harvestable (is this even a word?? pft) level so it just shows as "stone". It sort of makes spotting silverfish a tad easy. Wondering if you have any sort of concept on how to take care of that or maybe put it on a todo list? Like I said I love the mods and just giving feedback!

Haven't looked into porting this to 1.7.2 yet, and I'm not sure if anything would need to be changed. I'll get to it eventually.
