If its a 1.7.2 version (or an earlier 1.6.4 version), it might be Tinkers Construct that has it wrong, as there were bugs in the Tinkers Construct code that made the Tool Forge/etc show incorrect values (which never got fixed in the 1.7.2 version).

Yea just before i came back here to check up, i went to his thread and saw that he actually fully removed 1.7.2 downloads and support and is now on 1.7.10 due to exactly that, he didn't want to deal with the headaches of working around 1.7.2 bugs, oh well I have now started working on a new 1.7.10 pack, would love to have this in it when you get it updated I got used to having it lol.

Running the latest versions of both this and TCon on 1.7.10, and it looks like the information on the tooltips added by this mod are vastly different from what's shown in tool stations. For example, a wood handle+stone head/plates hammer has a mining speed of 10 at full durability with one full redstone modifier on a tool station, but the value in the tooltips is something close to 3 or something, I don't remember the exact value.

The tooltips are correct. The tool station GUI over-reports hammer/excavator/lumber axe mining speeds in 1.7.10 (compare this to this). It was fixed in the 1.6.4 TiC version but the commit was never merged into the 1.7.10 branch.
