A GTX 750 TI... i would have expected that to plenty good for this.
Well i have some old pc's that is nothing compared to your 1300x, and gtx 750 ti.
But it's gonna take a few days to make the tests and do some tweaking.

i would say kill anything you can, as long as it's not windows own processes. but anything that uses the cpu should be stopped.
The more you stop, the more performance you free up for minecraft.

Now i have tested Minecraft v1.10.2 and CustomSteve beta version 1102140, Optifine 1.10.2 HD U E7 on a very old machine.
I ran in window mode at 1280x720
The first 10 minutes or so, it had lots of lag because of loading chunks and stuff. But after that it was more then playable. Some times it would lag, but that's because the cpu was running almost 100% just by running Minecraft. And then when the CPU usage hit 100% there was lag.
The first picture was the best fps i saw on this machine, the second is the worst i saw. And the last is while at night with rain and "dynamic light: fast"
So your pc should run this with atlest this kind of performance. And actually better.
Oh and after writing this i noticed in my options.txt i was actually using a 64x64 texture map "Default+Improved+1.10.zip"

Okay the cpu is fine, but the graphics card is what is holding you back.
Edit: no wait, that cpu is just like the one i tested with.
Here is a comparison between your cpu and the one i tested with, that just about plays okay.
as you can see they are just about the same. I would suggest a used i5-2500 or i7-2600 they should be fairly cheap these days.(and a good cpu cooler). And really a newer graphics card.
Among all the awesome mods Minecraft has, this one is probably my favourite. It's a shame the developer is so slow about it. I mean, seriously, come on! They've been working on it for 5 years? What takes so long?
Of course, I get that it's a hard work and real life probably brings its own troubles. But they showed they made it work on 1.12.2 with PTGI shaders, that was 3 months ago, and since then, not a single word about it? If it works, release it already! If it doesn't, at least explain what is happening!

Well, i mean that i dont lag when im using no shaders, but i prefer the shaders specifically SEUS v11 because it looks nice on both the models and the surrounding.

Then you are gonna need a upgrade, because when you start making some slightly bigger farms, the fps drops with the shaders on. One cow farm with about 80 cows, and one chicken farm with some 20-30 chickens, and i am down to some 40ish fps. with SEUS v11.0 on. If i turn it off i have 120+ fps.
My pc, I7 4790K 4core/8threads oc. to 4.6Ghz with a GTX 1080 TI... so i have turned of shaders to get better fps...
Well to be fair, i do have a bunch of other mods on here too. I could try and disable them and see how it performs.

Edit: After disabling all those mods and resource packs, this was very playable.
This is actually the map i wrote about with my cow farm and chicken farm. so i guess all those other mods took my performance. At 2:11, you can see my chicken far in the water, and the stonebrick house on the right is my cow farm.
It works fine now, the best i can do at Extreme SEUSv11 is 60+ fps, its running fine. I just closed Google, removed my background processes to 20, now i have 6GB worth of RAM available for Minecraft.

This was very helpful, its less laggy in 1.10.2 and in 1.7.10 i can play normally in full resolution
