That folder is empty. I know that client side switched to an in game config editor instead of a file so I wonder if I have to config the server similar in the console.
Thanks for the link. That is the way I always used to edit the folder. However, with the 1.1.4v of Wintercraft the config settings seemed to of changed. Client side you cannot edit it by going to your .minecraft>config anymore. Opening that file gives you a blank notepad. Gruntpie mentioned that the config settings for client side can be edited at the in game mods menu, which it can. The only issue with this is that if you want to edit the WC config for a server, there doesn't seem to be a way to do it. Unless I can somehow access it through the server console.
