to the first one, I haven't really thought about that and I don't quite know what you mean by rehost, if you mean make there own server, I will only allow local LAN servers.
For the second one, no, people will not be allowed to decompose this pack in anyway,.
For the third one, No, I don't know how to program so the only thing i will be doing with the configs is fixing block id issues.

Maybe try putting the ChargeableTool class in the DragonAPI? Or check the classpath, maybe you missed something there.
For now, could you maybe just take the radiation cleaner out, until you fix it, so we can have a working version of ReactorCraft? I can't really go without ReactorCraft right now, since I've already got v7 in my modpack, and I've been playing this world for a while. Don't want holes in the ground and missing machines
That will not stop the crashes. If it is failing to load classes, it will just crash later.

A question about CaveControl: how would it affect an already-generated world, and how in general do you use it? I don't want to risk world crashes until I have some idea of what I'm doing.

I tested ReactorCraft v8 and these are the results:
- Fission Reactors are still not working, ar at least working v6 designs are not.These are the steps I followed to track the issue:
Loaded a v6 world
Built a working reactor, here's the screenshot: [spoiler] you can clearly see the steam line coming from the grate.
Removed all pellets from inside the reactor and waited for the steam to finish.
Exited the world and loaded the same world with v8
Placed more fresh pellets inside the reactor. The two designs were exactly the same, with the same amount of fresh pellets, water in the boilers etc etc. Results: [spoiler] There is no steam produced at all, also you can see that there are a lot less neutrons coming from the reactor.
No idea on what's wrong with this, but v6 reactors are not working for sure. To add insult to injury, after a while reactors become a lag bomb. Cpu topped at 100% and ram usage capped at the maximum allowed for that java instance, making the world unplayable. I have an high end CPU too (i7-3770 3.4 Ghz), so I wonder what happens on lower performance computers. This behavior was not present in v6, since I had reactors running for over an hour and nothing happened.
- Liquid pipes from Rotarycraft are still not connecting to condensers. This bug was reported yesterday, so I don't know if its fix was included in this release.
This is caused by ReactorCraft loading BEFORE Rotarycraft. Reactorcraft is looking for the ChargeableTool API, but can't find it because Rotarycraft is not loaded yet, thus the crash.

Rename ReactorCraft 1.6v8.zip as zzReactorCraft 1.6v8.zip and everything will work fine.

I renamed the RotaryCraft zip to have a "#" as the beginning in the current download. This should fix the issue.

I and MarkyRedstone want to say a big thank you for the work and improvements to ReactorCraft. It's looking really good now. We thank you for your perseverance with getting it to work right and correctly. I know it's been a struggle, and it's had more problems than the other mods (as far as I can tell), but you've done real good with it so far.

OK, I am investigating the fission reactors.
I fixed the low-neutron-count issue, but that framerate issue mentioned earlier is not just tied to the steam lines; the entire reactor started causing extremely poor performance.
Testing suggests the pipe rendering (RC liquid pipes, not steam lines) is a big part of it.
However, it is not purely rendering; when the TEs are off screen, they do not render, and yet FPS was still 10 times lower than usual.
Breaking the entire reactor did not solve the problem, meaning the FPS issue is somehow residual.

Edit: Which particular reactor is causing the lag, and what types of reactor are there currently in ReactorCraft? I'm asking because you recently added some more reactors in,
It seems more rendering related, but some is simply due to a large number of neutron entities.
As for reactor types:

Also, AtomicScience is nothing like ReactorCraft.

I fixed the low-neutron-count issue, but that framerate issue mentioned earlier is not just tied to the steam lines; the entire reactor started causing extremely poor performance.
Testing suggests the pipe rendering (RC liquid pipes, not steam lines) is a big part of it.
However, it is not purely rendering; when the TEs are off screen, they do not render, and yet FPS was still 10 times lower than usual.
Breaking the entire reactor did not solve the problem, meaning the FPS issue is somehow residual.
