Are you sure? Because as far as I can see they never said that

Sorry for any confusion with support tweets. Everyone is on the same page now. According to the recent blog posts, Mojang would like to keep capes as Mojang-given only. I know it's a bit unusual for the company to moderate which kind of content is allowed in mods, but I've confirmed with some higher-ups that this is their wish.

Ah you're correct! I was looking at the EULA but yeah I see it now That kinda sucks then.
I'm currently playing around with the standalone mod to see if I can get it to work. I'm using this file for the capeinfo.json https://www.dropbox.com/s/9kz6be8z1g31dco/CapeText.txt?dl=0 It said "Host it as plain text on the internet" so I used a txt file. My game crashes when I open it though. Am I doing this right?
Thank you!
EDIT: hmm, for some reason I still crash. Here's the crash report. I'm using forge for 1.7.10 and i'm not using any other mods.
ANOTHER EDIT: I changed to forge for 1.7.2 instead, and the game launched; but the cape didn't show up. I will try 1.6.4 next.

I just updated and compiled a new Standalone for 1.7.10, I'll post a dl link soon.
If the OP would like me to take it down so he may adf.ly it I would be very appreciative to do so.

Change the file type of that file to json rather than txt and then replace the "dl=0" in the dropbox link with "raw=1"
So like https://www.dropbox.com/s/9kz6be8z1g31dco/CapeText.txt?raw=1
