I don't play Fallout, or even Fallout: New Vegas.... But i think i would try this mod first! Downloading!

destroyed cities with buildings with survivors, streets, super-mutants, and more (you can pick a map and destroy it xDD) (I recommend create new blocks to decorate the cities, because the most of prebuilt cities are made with blocks like diamond, and you don't wanna the player have diamond so easy? xDD)

Also I have other ideas, like add a pickpocket system, so you can steal things to villagers or mobs of the mod (Pacific mobs)
add a system to open loot chests with picklocks.
Add a V.A.T.S system

Crap dude, VATS? I have an idea for that, but that would be frickin' awesome if I could get it to work lol.
As for generation, there is a wasteland biome but is currently unimplemented. Buildings, towns, vaults and other builds I haven't worked on much because I'm focusing more on the coding part of the mod. The pictures do give me good ideas however.
Looting/pickpocketing is interesting, but I'm probably not that good enough with java to do something like that.
The mobs you listed are in the code yet unimplemented because I have no skin for them. Great ideas

This is a really promising mod. I would like to help with some of the textures, but going through the mod I noticed texture discrepancies, like going from the highly detailed bottle cap to the three tone med-ex. Are any of those textures placeholders?

Lol dude all of the textures are place holders, 'cept for maybe the laser rifle and nuka cola I would love your support!
This mod looks great so far, and interesting from what I've seen of it. BUT, and this is just my own opinion; Why go for the extra mile(s) and add all of the chems and such when you could just retexture current potions that do the same thing? You just have to change the name as well. Which I could do both for you if you'd like. Really All you have to do for this mod is add the Stimpaks, Laser weapons, armor, and extra mobs. Reskin whats left, and get permission from SDK (or who evers taken over that mod) and get the source from that and add it to your mod. Then All you have to do is pump out your own texture and sound pack. So it would set you back from all the chems you have done so far, but your mod will be more than brilliant if you do that. If you're still looking for a texturer (and someone to work on a custom sound pack) I'd be more than happy to help out. And if you still insist on going the extra mile; why not work on randomly generated buildings and cities? All you would need are schematics (Which I can do that too).
In all reality, I want to help you so that I don't have to go off and do it all on my own. If that makes sense. Okay, my suggest in bullets:
*Remove Chems// Reskin and rename potions.
*Get permission to use SDK Gun mod's (or an alike gun mod's) source code. Give credit ofc.
*Continue development of unique armor and laser weapons
*Continue development unique mobs
*Add randomly generated buildings and towns/cities
*create custom texture/ sound pack
*Hire me onto the team to atleast handle the texture, sound, and schematic work cause that's all i'm really good at and it would make your life a lot easier.P.S. First things first: I am currently making my own guns and lasers, so a gun mod that isn't mine won't be needed. Secondly, chems are staying. Potions don't cover the effects of slasher and med-ex, and removing potions just seems like a silly idea. It's more "fallouty" if they are added AND all vanilla items are still available. Third, yes, I am looking for a texturer that's better than me, who won't be hard to find. PM me with some work of yours. Lastly, I am working on custom maps right now(and there's a big super secret ultra surprise once I am done) and I do know how to use MCEdit.

I agree with your opinion, but you can see a fallout things in normal minecraft? would be a apocalipsis before to start to use fallouts things...
