It's apparently a conflict with some other mod. I took out all of my mods and installed Forge build 10.12.0.1034 and added Chicken Shed, then created a new world. Once I found some chickens, they were laying eggs. I'll add each of my mods back in and see if I can figure out which one stops the egg-laying. I'll report when I find out.
Care to share a list of the mods you're using? If there's a lot, you could automatically list them with a batch file or command from command prompt (assuming windows OS).
To open command prompt in your mods folder, go up the the address bar within the folder, click it (should then be editable text), and simply replace all of the text there with "cmd" (no quotes). Type in the following command: dir/b>list.txt
That will create a new text file in the mods folder containing a list of every file in that directory. Makes things easier.

I figured out that the mod that stopped the chickens from laying eggs is JourneyMap3.3.2_Unlimited_MC1.7.2.
With just that mod added, feathers would drop, but no eggs. Right now, I have every mod that I like running except that one and the eggs are dropping normally, along with feathers. I'll be reporting this to that modder, if it isn't already. Sorry to have bothered you about this.

Another question - would you consider adding a "chickens shed feathers randomly=false" option to the mod? The reason is that I think in my current game (since I have a honking chicken ranch going) I'd rather just have the feather on death and nothing else. However, in other games I have been really scraping for feathers, so I'd like to keep the option to enable it for games where I don't have a lot of chickens available.

For now, try setting the value for the 1.7.2 version to 2147483647. And yes, I mean that number literally. Any release before the 1.7.2 version should be set to 2147477647 instead. The value is for ticks, yes, so these values should average to something like 1 feather every 3.4 realtime years per chicken.

Forge for Minecraft 1.8 was released yesterday, and as such ChickenShed has been updated to 1.8 as well, thanks to GrygrFlzr. A new feature has been added. You can now either edit the config file by hand or configure the mod via config GUI. To access the GUI, go to the Minecraft main menu, click "Mods", click ChickenShed in the list, and below the list, choose "Config".
