1. The crosshair should not be still or it would not be accurate. It should be aligned to where steve's eyes are looking, as that is how Minecraft knows what block to break. There are other 3rd person camera mods that don't mess with the crosshairs if you want that functionality.
2. There are several settings in the configuration file for when the crosshair vanishes.

I have no idea who you or your mod are (nor do I see a link). This mod was built from scratch using the Forge API on my own free time. I have maintained this mod for my private use for a long time before finally making it public after re-writing it for Forge.
I will give kudos to KeepCalm over from the Forge forums, as their excellent documentation of ASM/Coremods and their interactions with Forge/MC made this possible.

I know but when looking at blocks the crosshair just looks really glitchy.
This is a brilliant third person mod, but can you make the corrective crosshair an option in the config, because while it's useful in many cases at times it does become annoying.
Just an idea: Make it so depending how you set your camera angle, you players head always moves to look at the center of the screen. So the crosshair is still and also centered.

1. Update Minecraft to 1.4.6 or 1.4.7 and install Shoulder Surfing 1.2.0 for MC 1.4.7
2. Go to your minecraft directory and open the "config" folder.
3. Open the "ShoulderSurfing.cfg" file. If asked what to open it with, use something like notepad, gedit, textedit, etc.
4. Change "B:alwaysHaveCrosshair=false" to "B:alwaysHaveCrosshair=true"
5. Change "B:showCrosshairFarther=false" to "B:showCrosshairFarther=true"
6. Save the file
7. Play Minecraft
