Ok, I have tested this working 100 % in the 3 major launchers with forge ( any version, but please use the right version mod )
Important , these are base mods, from version 1.6.x and higher they don't go in the mods folder
Please start with a clean install. Run Minecraft launcher to download and install all the versions you want to use , ie... create a profile
for 1.6.4 , 1.7.2 etc . play them, see if they work . Good , your ready . download the matching forge installers and run them. Good, now run the forge version you installed, make sure its working. lets start modding .
Magiclauncher situation :
In magiclauncher goto setup,
confguration : click new and give it a name, ex. 1.7.2 Forge , copy from tab choose the " - " ,ok
enviroment : click and choose the forge version you installed , ok
mods Tab : add the mods to the window
Advanced Tab : add this to parameters
Use 7zip and unzip the fire and ice mods to get the class files .
Goto .minecraft / version / your forge version folder , make a back up of the .jar file.
Use 7zip to open the forge jar file and drag the 2 class files over to 7zip. ie.. put them in the forge jar file.
Last delete the META-INF folder and save the jar file.

The instructions that I gave, apply to 1.6.4 as well. On page 1 of my post , click Older Versions to get the 1.6.4 mod and goto the Forge website and download 1.6.4 forge. In my instructions, where ever you see 1.7.2 use your imagination and pretend it says 1.6.4
i've already looked and I can't find any instructions except for the magiclauncher one which magiclauncher dosen't work for me.

This might be a good idea, because the procedure apply' s to all base mods (mods that change the games internal class files).
This procedure would also apply to other mods that are using base mods
There is a command called /fire tick I think that does this itself no fire, then there's packed ice (I know not opaque) that will do same.
Still good mod, just think fire spread should be able to be changed, either faster or slower, and some prefer a mod that does it rather than commands.
You need to type the rule, log off, then back on to take effect.
This point has been made before,as soon as you log in to the server map, BooM , the TNT has gone off and the fire has destroyed builds and ice has turned to water, ruining the redstone wiring. What ever condintions were present before the Map closed down are present next time its opened. You can even use tools to change gamerules . but as mentioned before I coded this for Creative map editing and as a support mod for World down loader mod.
But Thanks Again for reminding people about the Gamerule s option to protect the Maps

That tutorial gives me a headache. I can't read it very well
I can't help, if you don't post your error logs or explain what part your not understanding. This topic is not about modding or hacking the minecraft game, there are plenty of tutorials that can teach you how to do this. To use these mods, it's understood that you all ready know how to reprogram minecraft (ie... mod , hack ) . All I can say people, when your modding , 1 mistake will cause a crash.
With over 61 thousand downloads and only 100 posts, most of which are mine responding to people who need help. Its obvious that most people understand the instructions. I would start from a clean install and add 1 mod at a time.
