The releases linked on github aren't actual builds. They're snapshots of the repository, which the end user would need to compile manually using Gradle. Unfortunately, the Maven repositories for Forge are now incompatible with old versions of Forge (as far as I'm aware, it's been done intentionally), so it's impossible to compile the mod without a backup of the old repo (files.minecraftforge.net/maven/). Everything newer than 1.8.9 build has an actual jar attached to it. Unless some of the people reported on OpenEye still using the jars can produce a working compiled version of the mod on a version older than 1.8.9, then those versions of the mod are gone.
edit: 1.7.10 version was cached in Someone's GitHub for a modpack. Leaving the link here for others.
