Are you using Optifine in your install? If you are, please apply Karyonix's FML patch, and rename the OF JAR to [0000]-Optifine-1.6.4-HD_U_D1.jar.
You can basically use any version of the AMD drivers: 14.0 didn't work at all (needed an unofficial patch), so go with 13.12 WHQL or 14.1 BETA.
Can you post your %appdata%\.minecraft\ForgeModLoader-Client-0.log? Use pastebin.com or ghostbin.com and link it here. Please make sure you load Minecraft, Load a world, Save & Quit (you can still click this even if you can't see the menu -- just click where it would be), and then Exit MC. This gives us a fresh, full, clean log.
Looking at the changelog, the patch was only on 2.2.1 and I'm using 2.2.2.
I've tried removing Optifine just for a minute (seemed like the more sensible option right now), but even the main menu is lagging incredibly - I can't imagine how that's possible as the shaders aren't active yet, and my PC certainly isn't that bad...
Once it finishes loading the world, it goes back to the old flicker thing I described before, so I don't think Optifine is the issue here =/
^Hmm, ok, I had Catalyst 13.12, but I'll update it to 14.3 just in case. I'll check other programs to see if they're updated.

If the game cannot run after install this mod, and you are using high resolution texture, try again with 16x16 or 32x32 texture. If it works, you can try higher resolution like 64x64 or 128x128.
256x256 does not work well with ShadersMod on most graphics cards today.
this may need an update, i'm always using 256 based textures and my Nvidia card is 740m, even the 500/600 series i think can handle it.(if other wish to tell me otherwise go ahead.) I think the main problom is the RAM. you will need 6-8 GB or ram. i have tested the 512 textures and it works flawlessly (for me for 5 minutes because i had 8 GB of RAM, you will need 16 GB of ram which is normal for a high end gaming computer.)
Hey, why 1.7.5 version w/ optifine does not support texture w/ POM/Bump Mapping?
bump mapping works, but either you have no normal maps attached in the resource pack or the normal maps are subtle, for POM i'm still wondering how it gets used... Is it using the normal map images or what?
Edit: Huh, i was in starting to make normal and specular maps but nothing appeared. i guess your onto something AeroSN. Recommend jumping down to 1.7.4

Try deleting your optionsof.txt in the %appdata%\.minecraft folder, and then setup the Optifine Video Options again from scratch. Don't use Anisotropic Filtering or AntiAliasing.

I recap the problem because it has evolved since we talked about it.
After having installed Shaders mod to Minecraft (if I'm right, I just grabbed it and dropped it into the mods folder that Forge created), I took all the SEUS shaderpacks and put them into the shaderpacks folder.
I launched Minecraft (with 20 other mods installed, and Optifine), and tried to set up the shaderpacks.
The problem is that only SEUS lite works well.
The other shaderpacks let me with a screen that's white (and Minecraft becomes extremely unreactive), and the chat prompts me this message: "Shaders: ERROR, Invalid program composite"
That's it, except that I took the resource pack Chromahills, and it enabled the computer to run with SEUS ultra no blur, but with enough fps to let me think it would be quicker if I did the calculus by hand.
(So, if you want, I see the chunks loading every minute, but one by one, and I cannot ask Minecraft to move my player, he would refuse)

I have discovered that regardless of driver version Minecraft crashes on INTEL BASED SYSTEMS even if you are running the safe 32XX/33XX drivers when using Forge 1049-1057!
Just checked the Forge downloads, it appears that this is fixed in build 1059. Testing..
EDIT: Yup fixed! 32XX and 33XX drivers are OK. Testing 34XX drivers. EDIT2: The 3412 drivers I have installed on my Intel HD 4600 appear to be working with Intel-compatible shaders just fine.

I don't think you're going to be playing Minecraft with GLSL Shaders any time soon. You are in dire need of one heck of an upgrade if you are still running hardware like that my friend!

You don't have support for any OpenGL instructions over 2.0 (most shaderpacks use instructions from 3.2+). You are limited to Mac Only shaders at the moment.
Is it possible to change the directory of the Shaders Installer? Sort of by accident I only use a seperate directory than the base .minecraft folder. I mostly want to know this because my Optifine is installed into my seperate directory

There is no way of changing where the MC 1.7.4 or 1.7.5 shaderpack installer points. It is read from the registry or hard coded..
You can install it manually, I'll try to dig up the instructions..

Another issue I've noticed when using my Jelly World shader; not sure if this affects other shaders since mine is the only shader that makes the sky wobble around.
When I look at the sun or moon at certain angles, this chequered pattern appears over it. Can this be fixed?

Anyway, I decided to get a totally clean log for you, I'd JUST install shaders without my modpack; and it worked fine. figured it must've either been an options setting or a mod, so re-added all the other mods and it still worked. Therefore it must have been an options setting.
It had to be a vanilla one, but I can't tell you exactly what I'm afraid. Sorry I couldn't be of more help, but I'll know next time to just delete the options.txt first
On a similar note though, you guys are obviously going to know your requirements the best. Even with normal Minecraft I get about 30fps, but with the shaders I go down to about 6 (I was expecting that considering my normal FPS) - I was just wandering if you know what might be bottlenecking me?

AMD FX8100 (8-core but a few years old. One of the first 8-cores I believe) which clocks at 2.8GHz,
8GB of RAM (Usually 12 but lent a stick to my mother when her only one broke :P),
Radeon HD 7950 Gigabyte 3gb graphics card
From reading it's not gonna be the GPU. So, do you think sticking another 8gb of RAM in would help, or do I need a new CPU too?

A lot of the shaders that are based off Chocapic's have updated to work better with updated NVIDIA drivers. Sildur's Shaders have a specific version for non-nvidia cards that I'd highly recommend checking out.
