I booted up Minecraft again, & before changing anything I wanted to see if I could replicate the issue again now that Minecraft had been rebooted.
I was unable to reproduce the effect, without changing anything. so It must have been a fluke.
If it happens again I'll restart Minecraft & try to make it happen again, & if it does, then go through the mods like you asked.

Alright.. i will put up a screenshot.. the one with SEUS enabled and bibliocraft's item called "lantern"
as u can see.. the lantern is glowing like the glowstone (block) is glowing... so SEUS system is think that lantern is same as the glowstone.. but it should be only the candle that is shining brightly, not the iron part that is glowing.. so I wanted to know if it is possible to fix that problem by adding a small code to disable the glowing part.. or changing it to act like "torch"

There is this annoying issue with blocks that I am holding , they appear transparent and extremely reflective, to the point where I cannot tell what I am holding at all. So far I have tested this with cobble, dirt, sand, a trapdoor, and a sword. All of those items are affected except for the sword. Pictures below. Blocks also seem to disperse any light showing through them from the other side. All of these effects are apparently only on the blocks that are held in hand (equipped from toolbar).
System Specs: Windows 7 Ultimate (64-bit) 16GB DDR3 RAM Intel Core i5-3570K 3.40GHz NVIDIA GeForce GTX660
Shader Specs: Optifine 1.7.2 HD U C2 SEUS v10.1 Ultra-DoF

Unfortunately, I cannot upgrade to 1.7.10 due to several mods. Is there another way to bypass the problem aside from that or dropping the shaders?
Do most 1.7.2 mods work in 1.7.10? I haven't really looked into it a whole lot since I had no need to...
Not unless those mods are updated to 1.7.10 and you have downloaded that version. But there's nothing really we can do since its a Shader's Mod problem, and he's already fixed it in a new version and is not downgrading.

I think this is caused by the mod not supporting shaders. It lacks special textures that are responsible for lighting and shadow distribution, so all blocks glow uniformly.

U just gave me few ideas.. well a theory i wanted to check out and see if it would solve my problem.
u should know its possible to add another codes in SEUS that can support another mod.. such as "biomeoplenty"... to make plants waving.. of course.. I already have my own SEUS modified and its so beautiful! :') :') (joy of tears)!! a mod making another mod's item waving.. even trees or bushes, plants, flowers.. all these exist in BOP.. it worked.. and it was so beautiful.. and i really enjoyed it. just sharing my thought if u dont know that.

Open: "composite.fsh", All Lighting parameters start at line "2225", To reduce the brightness of a source, reduce the corresponding value, To increase the brightness, increase the value.

If you have a laptop or notebook, you probably need to Open the Graphic Control Panel and find the option to select AMD or Nvidia Graphics. SEUS is not compatible with Intel HD Graphics. Otherwise you can post what you get in a Spoiler

Update to 1.7.10, then install the latest ShadersCore, 2.3.22 with Optifine A4 and Forge 1208. The latest ShadersCore has fixed this issue.
