Is there a reason why this is not working with the latest forge??
probly because forge hasn't been out for anywhere close to even a month and the creator of optifine needs time to integrate forge compatibility into optifine.
Some had mentioned that OptiFine may need a rewrite to be compatible with 1.13.2 Forge.
that is possible, there's been numerous code changes through the versions, makes you feel kinda bad for mod authors because they they try to add new things but it's only good for a certain number of versions in a dynamically changing game.

Like around torches, leaves and snow effects (from better foliage mod), even transparent mobs start to glow through walls (like the jellyfish from mo'creatures mod). Sometimes, even the particle effect of a sword cleaving a mob on hit, becomes a black square that almost blocks the screen. Glass pane sometimes also becomes
This seems to start to happen around me in a sphere shaped range. When far away from me. It also becomes more prevalent during night time, and even more when night is shifting to morning.
Even with optifine option fog: off, this still happens. My minecraft is using my Nvidia geforce gtx 960m, but another person using other computer and the same server also has the same glitches.
Edit: Found the cause. A mod marked as a dependency to another mod, Albedo, creates this glitch when using optifine alongside it.

Is there any way to get a copy of the default connected textures in optifine? By which I mean the connected stained glass textures and such that come with optifine. I would like to make some small changes without having to remake all the texture but I can't seem to find them.

If by "this method of CTM" you mean having a separate image for each possible CTM image (instead of a single CTM "sheet" image), probably in the first version of OptiFine available for Minecraft 1.6+. Definitely in a version of OptiFine released (in or) before 2016, while there are no mentions of it in official changelogs for OptiFine's first versions for Minecraft 1.9+, Minecraft 1.8+, nor Minecraft 1.7+, while Minecraft 1.6+ made the game use separate images for every block and such if I recall correctly (thus being a good candidate for having OptiFine's connected textures be multiple separate images).

After lots of testing, the ctm_compact method (only using 5 textures instead of 46) all work in older releases of the game with only one exception, OptiFine 1.8.9 does not support it, so you have to use just the 46 texture ctm method for that release of the game.

So i updated all my 1.9+ resource packs to ctm_compact.
Managed to reduce my resource packs by 40% which is insane.
Also they load much faster now.
Good afternoon, optifiner's. I am a father whose two children have asked to install and use OptiFine on their stystem. The only real "benefit" one could give me was that the torch glows as you walk with it. Looking at the wiki and older posts I see it does so much more, but do my children really need this? I guess I will have to test it to find out before I give them the green light. I have a few questions, however:
-Do they really need this? They both have powerful systems (gtx 1060 3gb GPU with core i7-8500 CPU / and / rx580 8gb GPU with Ryzen 5 1600X CPU. They run everything great. I don't know why they want this. Will it provide any benefit to them?
-Will it require anything to install onto their Java Edition? Or I can just run an installer and all is well?

Strictly speaking, no, they probably don't need this if their computers can run MC well.
That said, there are still benefits. Having a more optimized game means lower load for their computers to handle. Lower core temps, more longevity to the parts, etc. There are also features that they will enjoy in-game such as some connected textures (even if they're playing with the default resource pack), and better lighting effects which is what they mentioned. So the game will look better and having dynamic lighting does give some cool options not available in the vanilla game.
But yes, it's strictly a "nice but not necessary" thing if performance isn't an issue. Primarily cosmetic, though also slightly functional as well.

If you run the right installer for their Minecraft version it should work just fine. You'll just need to make sure that you select the new profile it creates when launching the game, assuming it doesn't change it automatically.

I tried deleteing optifine it says same but only 1.12
This is not a problem, merely a warning that the file is in use and will be deleted at next occasion.

We'd need to know your settings and your GPU model.
It looks like you disabled/your GPU does not support fog.
