It's really baffling for me. I was half putting it down to windows 10 because it's been thecause for some other broken games, but I guess that's not so likely now. I was on a ~3 year hiatus from Minecraft until 1.3 so I'm not sure if I'm forgetting something or what. All of my other games run perfectly other than old EA titles.
The weirdest thing to me is that putting all the settings on the lowest possible doesn't impact performance, and neither does the high res resource pack I've started using. It's neither better nor worse. The biggest issue is that being next to or inside a jungle makes the game unplayable. To the point that I had to abandon a save because I got stuck. Oceans do the same to a lesser degree. With optifine it isn't as bad but I'm still avoiding jungles like the plague until I can fix this.
I also get these strange lines between blocks pictured here. You may have to open it full screen to get the detail. This had me guess it was a problem with my GPU so I went and tweaked some settings like anti-aliasing within nvidia settings to no avail.
Apologies if I'm not supposed to talk about this here.
Have you always had really bad performance with your current system specs or is it more recent? I also ask if you are using any mods at all? Do you have really bad frame-rate in all games you play or is it just Minecraft? Do you get weird graphical artifacts or texture issues in other games?

Thanks again OpenMind23. So yeah having the same problem with the wood log like everyone else. And with sides of stairs. its funny Im using the Sildurs shader and my leaf blocks do not move now but my stair and all the stone dose like they are leaf blocks its kind of funny xD. But I think its the shader not Opt doing that.

I tried using Sildurs Shaders to see what happened and my tree leaves don't move, but my stone and stairs are fine. Not sure what this wood log issue is, but mine seem ok. More research may be needed lol.
Got an issue of my own to report, it is with Optifine 1.13 preview. I tried to see if I get this issue without using Optifine and I don't. Lines on dirt block corners and only seems to be dirt blocks. Pics in attachment.

I'm not using any mods except for Optifine as of yesterday. I can play games like Skyrim loaded up with over 200 mods, GTA V, Witcher 3, and Ni No Kuni 2 without any performance issues whatsoever. Minecraft is also the only one that gives me texture issues.

Make sure the frame-rate cap in the options is not set low. Also make sure you not forcing anything in your GPU control panel globally like anti-aliasing or anisotropic filtering. Also are you using Sildurs Shaders in the shader options of Optifine?

For me its just the oak stairs and the marble blocks and light can shine throw them. But im thinking its the shader. and the water dose not move ether
