So i'm trying to create a map with a lower-than-standard map height, as well as a lower water height. I'd like this so that I can build higher with the extra 30 or so blocks gained by dropping the base terrain height. I know that in order to achieve this you are supposed to lower the Depth Base Height setting, as well as the water level, but when I do this the entire map is covered in gravel, any solution to this problem? thanks in advance.

You change Depth Base Size from 8.5.
1 = surface level of 8
8.5 is about 68.
If you change it you will want to also lower the sea level or your world will be covered in water.
Lowering depth base size to about 4.5 should get you the extra 30 blocks of build height.
