So I'm planning on making a survival horror map, and I was thinking that the player should have an endless blindness and slowness effect, like how Wrath of the Fallen (Hypixel) gave you infinite blindness at one part.
But i don't know how to do that.

I know this topic is old but if you have infinite on an effect can you still get rid of it with drinking milk? For my map there are rounds with customized mobs (thank you hypixel) and theres a shop where you can get stuff like custom weapons (Love ya hypixel) and I thought it would be really cool and original to have perks. The idea is you buy it. You get it and a button of milk. Then when the round ends you drink the milk. People might cheat but you can't stop em anyway. All it takes is creative lol. So can i do that?

If the effect is made by a potion, yes. Milk removes all positive and negative effects. If the effect is made by a beacon, milk will remove it for roughly 3 seconds, and then it's back. There's no way to permanently stop a beacon's effects without breaking or blocking it -- much harder for someone to cheat, and easy to control with pistons if you want to.
It is impossible to get slowness to last forever in vanilla. The blindness effect is impossible to get in vanilla.
/effect (playerName) 2 (seconds) (amplifyer) This equals slowness and its vanilla
/effect (playerName) 15 (seconds) (amplifyer) This equals blindness and its also vanilla

Also if you want infinite time on the potions you can just change the tag that controls the time on it with NBTExplorer/NBT Edit or just use a filter to make a whole new potion here: http://sethbling.com.../modifypotions/
So you could just have player spawn with a potion splashed on them with infinite time and also set their respawn point at this place so it can't be avoided by dying.
