Why this is unique: Running an SMP server using a custom world as the base (this one to be exact). Beyond the custom map, vanilla terrain starts generating, which is what we desired.
The problem I am having: no structures are generating in the vanilla terrain. No villages, strongholds, monuments, etc.
Yes, "generate structures" is set to true in the server.properties.
Anyone have any idea as to what the problem is?
The solution I hope to find: A way to ensure that any future vanilla terrain that is explored will start generating structures, while keeping what we have currently rendered in.
A possible step in the right direction: Someone suggested that perhaps somewhere in the custom world map file, it had a setting in there that has structure generation turned to false, and that overrides server.properties? I haven't heard of that before, but I don't know the ins and outs of custom world files.
