Eloraam designed that one during the SMP insanity co-op (v1) stream thing.
i've got a similar design with a regular cow and buckets for filling up a whole bunch of biogas engines. (shamelessly based on Eloraam's design, it's a nice design, works quite well) Not using EE for it though, just stuck a retriever in there to grab the empty buckets as they're re-usuable.

A darkroom making bonemeal and lavacells. Use the cells to power geothermal generators hooked up to a MFE. Feed the MFE power to electric engines. It's a surprisingly good setup that is available early, can be automated and upgraded once you get pneumatic tubes and some logistic pipes. The initial setup requires just tin and a handful of diamonds. Using this system to get my 100m EU right now, then will be switching it to BC power for all my refining needs.

There is energy loss from long cables on each energy packet, so depending on what kind of wires you are using and how far away your charging station is, it could be considerably more EU needed. Best way to test would be to use an EU meter when you have one of your MFSU's hooked up and full, at the MFSU end it should read about 512. Then check inside the monument right where it connects. Factor in about 5 EU loss after that from the internal cables. It's why you really can't use low voltage sources to fill it up very well.

IIRC, the energy for 100 mil. is first used to create a stack of uu matter before it's credited towards the actual 100 mil. So you'll probably be looking more at 164 mil. (plus loss due to cables, etc.). ;-)

Install Forge first, then codechicken, then NEI into the minecraft.jar. Either it was installed in the wrong order, or you're missing something.
