I have been getting this error when I run my 1.6.4 environment, sometimes it will actually boot, I just wont be able to use any mods but Optifine. I would really appreciate some help on this one.

I'm on the Launcher screen but when I click play, it says 'Downloading forge-1.7.10-10.13.0 1180.jar' and then I have to click play again. And I can't get into my game (using the forge profile). It once worked but now it doesn't.
I'm using only Magic Launcher for this, due to this error I've tried to remove all mods I had but still it doesn't let me. I've seen in other video tutorials that you must use 'Forge' as a configuration, I've done so, and you must choose the Forge version for the Environment. But when I do so, in Minecraft.jar in the right side it says '1.7.10-Forge10.13.0.1180.jar' but in the left side it says 'not found'. I'm trying to use GraviGun, CustomNPC and TooManyItems mod.
TooManyItems does work when I don't use Forge, but the rest don't even appear and it says on status 'no Forge' when I have installed it.
i came here to fix this problem i been getting and i still can't get it to work my minecraft can't do jar files and idk whats going on bec i had minecraft before and on a different computer and the jar mods worked but on my new computer i just can't get jars to work every time i put in a jar file and go to the launcher and click play it always tells me that it crashes i can't do jar's and its now puting me off minecraft the version i enjoy and using is 1.6.4 (it has all the best mods that some modders stop makeing) so is there a way to fix this problem i got so i can use jar's mods tell me soon as possible

I have Optifine installed with Forge, and it is being recognised as it shows up on the title page of Minecraft ("Minecraft 1.10.2, MCP 9.32, Powered by Forge 12.18.0.2002, Optifine Optifine_1.10.2_HD_U_C1, 4 mods loaded, 4 mods active"). However, when I go into my video settings and all, none of the Optifine settings are there. I have used Optifine before so I know what should be there, yet nothing is.
I followed the tutorial correctly, it's just been like this for ages and I would like to have the Optifine settings there.

PLEASE HELP!
