I'm running a Minecraft server with just me and my friends. My friends all say that they can see mine, and each others' skins, but I can't see mine or other peoples' skins. Everyone is just steve for me, but everyone else sees the skins. I tried using a different version, switching skins, re-installing Minecraft, deleting the .minecraft folder. I can't find any threads on this so I thought I would just ask. Thank you

Try it on another server. To see, if it is client or server problem.
Run a scan with adwcleaner.
I tried it on Hypixel and Mineplex, and on both I had the same problem
