Hello everyone. I also had this problem since the 1.13 update. I can play every other gamemode of 1.12.2 and below, but cannot seem to run anything above it. I've tried installing/reinstalling, I've tried updating java and computer drives. I spent many a night searching and trying to figure this out on my own, so I came here for help.
I can see 'net.minecraft.server.MinecraftServer (Server thread) warn Can't keep up! Is the server overloaded?' and a Google search seems to indicate it's something to do with the arguments you're using for JAVA
What have you got at the moment ?? maybe you are trying to assign too much/little for JAVA to run or something like that
Note that you will not be able to play on Minecraft 1.14 or future versions due to VBO being always forced to ON and Intel not releasing any update to fix their driver.

It could just be that my laptop is just too old to run newer versions, but I'd like to see if there is a possible fix out there that could help.

Still crashing after that, but is noticeably running smoother. I can now actually get into the world but it crashes as soon as it finishes loading.

I currently have 2gigs assigned to minecraft via the advanced launcher options.

Play an older version of Minecraft, like 1.13.2 or older.
But even then your computer is well below the requirements for Minecraft so may not run or will run badly.
