This issue started in the first few snapshots of 1.14. As the title says, I keep seeing my mob cap dropping. I've tried uninstalling/reinstalling, and that gets the mob cap up to about 110 ish but after a while it drops back down, ranging from 30-50. Does anyone have any suggestions on how to fix this? Is it a problem with my computer?
Fix appears to be in MS/Mj's court ie all you can do is wait for the patch/1.14.1.
Given that others are also experiencing the problem, this would not seem to be on your end/with your computer.
[Technical aside: The mob cap (the maximum number of mobs of a particular type) for hostiles (zombies, etc) does not appear to be changed/changing; thie issue you are seeing is caused by the mob cap remaiining (largely) unfilled.]

Low mob spawning in 1.14 appears to be a known bug https://bugs.mojang.com/browse/MC-147890

Ah, I see. Thanks for the feedback. I guess it's good to know I'm not the only one who is experiencing this.
