Whenever I change the launch settings to allocate more ram, it doesn't not reflect in game. Java and minecraft are up to date. Any thoughts?
Post a screenshot with F3 enabled and your JVM arguments.

JVM Argument:
-Xmx4G -XX:+UnlockExperimentalVMOptions -XX:+UseG1GC -XX:G1NewSizePercent=20 -XX:G1ReservePercent=20 -XX:MaxGCPauseMillis=50 -XX:G1HeapRegionSize=16M
And screenshot:
-Xmx2048M -Xms2048M
for 2GB
-Xmx4096M -Xms4096M
for 4GB
Try adding one of these into your JVM args replacing the -Xmx4G
Yes I do have a Razor mouse.
Didn't have to uninstall razor software, just deleted the environmental variable. Issue resolved. Thanks for the help.
