Hello, I need some help. I am new to this whole "Build a PC" thing, and I am not totally sure what kind of graphics card I should get.
I will be using my PC for: -Minecraft, -Recording Minecraft, -TF2, and -web broswing
My budget is 170$ for a graphics card. Have any ideas?
lets not forget that his motherboard may not support it, let alone case, and PSU. also if he's on an atom CPU or somthing you could dial down and upgrade the cpu...

As of now, I am using a laptop, and it works fine, but I would rather get a fresh new desktop PC.

That build is absolutely terrible. 8350 for absolutely no reason other than to drive the cost up, a 212 Evo which is outclassed by other coolers, and you're definitely not doing ANY overclocking with that garbage motherboard. That PSU seems iffy, too.
As for the case you should just get a Shinobi or 300R instead as they both outperform the Storm Scout.
