This has been a rule for many years now, perhaps more than 5. Every time a new update is released for Minecraft there'll be a barrage of "when will this be updated?" in many content threads, and it's exceptionally frustrating for content creators to have to answer that message again and again and again. Based on the feedback from content creators about how problematic that behaviour is, we implemented a rule disallowing it. If a content creator wants to provide an update as to when their content will be updated, they can do so, but you must not ask them for that information.
Asking if there is an updated version of a mod is against the rules? Asking for information is against the rules????

You can find that rule listed here, #1: https://www.minecraftforum.net/forums/forums/forum-discussion-info/2601515-mapping-and-modding-rules
