It is due to a bug with the lighting from what I heard. When the sun is up, there is light everywhere especially in places where the sun couldn't get to (like inside man-made caves since there are no cave systems in this snapshot due to another bug).
I will note that water terrain generated before this snapshot remains its same murky self. This would suggest that Jeb is trying something new with water. Something that could lead to real water content like has been suggested by Notch and Jeb, and what many have asked for.

Clear river and pond water, merky swamp and ocean water. So many additions that will probably never be added but are interesting to look at while they're still glitches.

There's also no void fog from what I saw so far.
But there is a void fog equivalent in the nether...
Lighting in older worlds is normal.

It isn't just new worlds, it is new terrain too.
Makes sense. I just haven't been to any new chunks in old worlds yet this update. It must look really weird in caves right on the border...
old water is still murky tho.
The snapshot 21w07a is only going to be released 9 years later.
