On my server (smpzenixlo, i stream it on twitch,) we found an xrayer, and we took him to court, the result was he wasnt banned but all of his items- and i mean ALL- of his items need to be taken away and destroyed. we cant trust him so I need to find a way to get rid of every item he has touched, mined, ect. I removed everything from his inventory but he only had half of his xrayed armour then. Please i need help!!!
Well, Coreprotect plugin was plugin I was using for all the stuff all the time. I used to temporary ban that player + remove just that exact item he gained with that thing he did (stole it from somewhere, where it was not allowed, using cheats, bugs, explods...) With CoreProtect i knew exacly when, how much, what exacly, who stole. Even some griefs like spawning wither in unknown place, just around that area are easy to find. It has easy to use rollbacks with multiple options to remove everything from just that one player, even if someone else was doing something around that area. It even came to help with bug that caused server rollback about a half of hour. It knew Every block placement, chest items moving etc. even after that bug. (that half of hour)

If it were me I'd give them a formal warning about it and ask them not to do it again, but I'm not much of a fool, I won't give infinite chances to people who keep abusing rules, because small violations can lead to bigger ones later on.
You can speak to them, and also tell them that the point of survival mode is to do it legit and play by the intended mechanics by Mojang. But if they don't take notes and continue to use exploits to dupe items or in this case xray the ground for easy access to rare ores, then I'll remove them from the whitelist.
In my opinion, cheating on servers that specifically forbid it is no different than griefing, it is causing problems for others on the server. If people want to cheat they may as well be playing on a creative or modded cheat/command enabled server, because this is essentially what rules they're wanting to play by, which is to say none.
If they didn't know I think a warning alone is sufficient, but if they do it again anyway they're most likely continue to do it again. I've run a couple 24/7 worlds on console and talking from experience after one warning one of two things will happen. 1. They acknowledge the warning and will hold off for a while and do it again when they think no one is looking. 2. They get better at hiding it. Frankly enforcing no glitch abuse is harder to fairly enforce because you're only going to catch a handful of rule breakers whilst many more just get away with it without you ever knowing. I outright stopped enforcing glitch abuse in my worlds as there isn't a viable way to stop everyone from doing it. Without an automated system for enforcement you're definitely going to get repeat offenders. I've even had the same issue with DDoS/ Doxxing kids. They will wait until moderation logs out or is idle and immediately start threatening people or actually DDoS/ Dox someone.
Frankly with the lengths OP is going to "punish" this guy he might as well be banned, or given a warning and a second chance without erasing his everything.
Try to check his home-points and just delete all chests from him
For prevention in future add logging plugins like LogBlock or similar - with it, you can check his chests or rollback all of his actions
Find out the location of where the xrayer was mining, then regenerate all the terrain there including the ores.
then remove all the ore materials away from the player who was caught in the act.
Second option, ban them from the server,
then use a restore point backup file to put everything back where it belongs.
