I am building a cactus farm and I want to know how much is the height limit to load the chunk and make the layers work. Can I do it from bedrock to y256?
There is no height limit for chunks, other than the normal world limits (can't place blocks below y=0 and can't place blocks above y=255). This may or may not change when they implement vertical biomes.
That said, there's an extremely limited amount of use for cactus. On top of that, a full chunk's worth of cactus farm probably induces a lot of lag.

It is cactus to sell and earn money on a server. I am making the design to lay a floor of each cactus layer
