To reproduce this you need to make a 1 block wide water stream as you would for a villager trading hall, with the blocks beneath the stream being fence gates. You then need a 2 block high wall so you have something to rub up against
If you brush up against any blocks you will bounce up and down until you are either out of the water (eg where a sign would be to break up streams) or not brush up against blocks.
This becomes a pain when you need to hop in to push those last few villagers along out of water-less spots.
Very situational bug but also very annoying.
