Chunks are 16x16 block squares in the world, that reach from bedrock to the sky limit.
So, unless you're in the Nether, there will always be regular stone. The limits on gold, iron, coal, and diamond in one chuck prevent the entire chunk from being ores.
But what about caves, ores, pools, gravel, dirt and ravines covering the whole part that would normally be stone?
It'd be nigh impossible. There are limitations on generated structures and ores. Maybe, just maybe, if there was a underground spring, a diamond vein, a coal vein, a redstone vein, a ravine, a gravel sheet under the dirt, and an iron vein, there wouldn't be any stone from the dirt to the bedrock.
That's a big maybe, though, because terrain generation might conflict with all of those.
