Basically that. People make some good art on those things, or avatars and such and I want to do something similar. I have seen some good programs, but they are all way more expensive than I am willing to pay. I want something free and safe to use/download. Thanks for any help and suggestions.
Paint.NET is wonderful, I highly recommend it for basic images.

Try Krita, or Paint.NET.
Paint.NET is more of an image editing software but it's still good for drawing.

Nope. I used an avatar creator. I'm not so good at drawing.
Look at Gimp. I use it when I have to draw(To the best of my poor ability) something.

For tablet: FireAlpaca, free, pressure sensitivity works right out of the "box"
Other: GIMP, Paint.NET. I use these two together. I can't get GIMP to work with my tablet...
Is paint.net a site, because when I type that in, I get a webpage for buying paint supplies.

Paint Tool SAI is the canonical cheap digital art tool, and FireAlpaca is probably your best free alternative.
