So, I figured my computer is beefed out because I've upgraded my graphics card twice, although the first one is a cheap little dinky one anyways, I now have an nVidia GeForce 640 GT. My RAM is definitely not the issue - I have 16GB's of RAM. And according to the Windows Experience Index, all of my stats are at least at a 7.0 rating, except for my primary hard disk (harddrive).
So what's my issue? I can't play any ROMs without some pretty bad lag. I figure yeah, it was the settings, however, after fooling with settings for a good hour, then searching up all the YouTube video recommended settings for another hour or two, I've found that no amount of combinations has a positive impact on my ROM playing, I can only achieve a MAXIMUM of 70% in speed (VPS). My FPS is just fine, for the most part, it remains at 30 - 60 FPS, but the VPS (which causes some major, unplayable slowdowns) is horrendous, it's usually 40% speed - 70%. Meanwhile, I see other YouTubers reach a 100% - whilst recording.
So, I obviously need a computer upgrade, and everything in my computer has been upgraded with the exception of the CPU and Hard Drive. I originally intended to upgrade the CPU. But, I need another voice here to help me out. My current CPU is a 2.4 GHz Dual Core (AMD), and my primary hard drive only has 186GB of space in total.
So, my question is, Do I need to upgrade my CPU, Hard Drive, or am I due for yet another graphics card update?
What's the model number of your CPU? Clock speed and number of cores doesn't really help much.

May I ask, I was looking to getting a processor, and I've found the best one I can buy that supports my mobo, the AMD Athlon X4 651K. It is a Quad Core 3 GHz processor. Do you think this would be able to fit Dolphin's needs, or will I need an entirely new mobo?

I'd actually MUCH rather have the CPU that you linked. Reading the description, it says the socket is FM2. I only have an FM1 socket. (905).
You are correct, the 651K is the fastest processor for the FM1 platform. I honestly don't think you should get one if it isn't dirt cheap.

Well, I figure the mere fact that I currently only have 2 cores, the upgrade to 4 cores would be quite nice in its own, plus 2.4 GHz isn't a really ideal speed to me, I'd rather be on the 3 GHz at the least, which seems to be the fastest my mobo can support. So I'm basically stuck that I cannot handle speeds. Since I am completely inexperienced in the processing power needed for emulators such as Dolphin, what would you say would be the minimum requirements for Dolphin?
What kind of performance increases would I see, if any, if I got that 651K? Let's say, for the sake of simplicity, like Minecraft? I feel like my video card can handle enough, but I feel like my weak link at this point is my CPU, since it's the one thing left untouched. However, I really wouldn't like to invest in it if I see little to no improvement, I'd much rather get a higher upgraded Graphics Card if I can't get too much of a performance boost from this 651K.

A Phenom II X4 minimum (singlethreaded), and something like a Haswell i3 would be my recommendation for half decent performance. Dolphin doesn't require too horribly much on the graphics side, especially compared to the CPU side - you could easily run most games off of HD 4600 if you wanted.
