Hello! I am CormanYT. I have a question.
How do I make it so when no one is on the team, it picks someone ( @a[r=45] ) to join the team.
Is there a execute tag? Or how?
I thought it would be like:
/execute @a[team=Taggers] ~ ~ ~ scoreboard teams join Taggers @r[r=50]

This will make one player NOT in the Taggers team join the team.
However, it doesn't seem like what you need.
To be simple, use this in repeating mode
Then use a comparator to connect to an impulse command block with this command:
Oh... noted.
Use conditional command blocks, not comparators.
