This is a tutorial on modding your minecraft server and how to make mods. I have spent weeks trying to look for proof and links and tutorials. This is a composition of all of the information I have found and it will save you a lot of time and stress. Links and programs needed are provided and please, feel free to pm me if you have problems, comments, or questions.
What you need:

7zip or WinRar (Links below)

EditPlus/Notepad++/Eclipse/Netbeans (text editor with syntax highlighting)
Java programing knowledge (preferred but not necessary)

Minecraft download. You need the minecraft_server.exe and minecraft_server.jar files at the bottom of the page: http://www.minecraft.net/download.jsp
This section teach how to mod your minecraft server to make a modded SMP server. I am certain that this will not work for bukkit, hmod or any other server program other then the original minecraft server files (Minecraft_server.exe and Minecraft_server.jar). Firstly, download the server files. The link is above. Download minecraft_server.jar and minecraft_server.exe. You need both, even if you aren't hosting. Then, make a new folder on your desktop and put both files in it. Run minecraft_server.EXE (Make sure it is .exe) to generate the other server files. After that, right click and add a new text document in the server folder and type this:
Save that file as Minecraft.txt . Following that, click on file, save as, Minecraft.bat .Now you should have 2 files called Minecraft. As of now, your server is ready to mod. You mod servers just like in single player but DON'T DON'T DON'T delete the meta-inf. You must keep when modding multiplayer. And the server does run and work properly. You must remember that the mods have to be SMP mods to be installed and work. The files are different and are made different so it will not work. How to make your own mods:
If you want to make your own mods, this is for you. You can make mods that are single player only, multiplayer only, or both!
To do this you will need to have a server able to start and have players connect. Also when you are going to start modding for the first time, your files must not be modded or you will be unable to make mods. You will also need Java JDK installed and have a system path variable set up. Go to the bottom of the post to see how to create a system path variable, or follow the link in the Links section.
Firstly, You need to download MCP ( Minecraft Coder Pack ) to even start modding.
After you download it, press start on your taskbar (bottom of the computer screen), bring up run and search for %appdata%. When your there go to minecraft and then copy the WHOLE bin and resources folders into one of the folders in MCP called jars (MCP/jars). Put them in that folder. In other words. Put minecraft bin and resources folders into MCP jars folder. After, copy the unmodded minecraft_server.jar an paste it into the same folder MCP/jars. Then run the decompile.bat. You should not have any errors. If you do, you may not have all three items or your files might be modded. When it is decompiled, go to the Minecraft Tutorials link to get started. By now, you should have these programs installed to mod and run servers: minecraft, minecraft_server.exe/.jar, winrar/7zip, MCP, java jdk. If you have all of these and you follow the post, you are now able to mod and make mods for single player and multiplayer. One last piece of information. There is more information on modding. How to create a system path:
Right click on my computer
Properties
Click on advanced system properties
environment variable
PATH
at the end make sure there is a semi colon ( If not add one ) and add the link to the .bin of the java JDK

This topic is usless, I already knew how to do this but it doesnt show you HOW to mod, it just shows you the programs and how to install them, but not how to use them to actually mod.
