Capes are visible in Single Player and LAN. I'd keep it for yourself to be honest. That's what I'm doing.
It's not the same. Others cannot see it unless they have a mod installed as well (99.9% don't). I enjoy Vanilla Minecraft the best, so I rarely use mods.
Minecon is about the experience anyway, not just a cape.
If your really looking into it, "you have to go to minecon to get a cape" could also mean that you have to buy tickets, like he said, no official info. Not that it really matters to me though since i'm actually going, didn't buy just for cape.

Mojang posted on their official Twitter page that you would need to ATTEND Minecon to get a cape. I would not consider that phrase very ambiguous.
EDIT: As you can see at the bottom of the conversation, Mojang confirmed that they are doing this to punish users who took tickets away from legitimate attendees.
It is unfortunate that they didn't make this very clear before the ticket sales started. There are probably quite a few people who wouldn't have even bothered purchasing a ticket if this had been stated beforehand.
People really shouldn't have bought a ticket just for the cape in the first place. There are some people who would like to actually attend. And paying 150$ for a little in-game cape is ridiculous.
Its now official, I'll keep this Minecon cape for myself this time, I've learned more about theses capes, not that I really need it, but just because its a 100% proof that you went to the Minecon 2013, I would never ever sell this, its a proof that I was there, too bad some have the 2012 cape and weren't actually at the Minecon 2012, same thing with this year I guess, I would love if the codes for the cape were linked to the username you provide on signup at the table when entering the Minecon and we had to login to our accounts for this to happen right there so they know we have the legitimate account for it, so no one would be able to give or sell their capes.

I certainly not plan to sell any tickets, was lucky enough to get them, I was talking about the cape, but see my message about it, there's no one that will ever get my cape, now that I know this will be a proof I went to the Minecon 2013, its sad that some will probably get them even if they didn't attend the Minecon 2013

I've never seen that option in Vanilla Minecraft. Are you using a mod?

My thoughts exactly. Mojang said they wanted Minecon to be a very "personal" experience. This is one way to ensure that.
