Are the tickets being sold in batches on the website the only ones that will be available, or can you buy tickets on-site as well? I don't immediately have the money and will need to save up.
No, you cannot buy on site. There are a limited number of tickets (7500) and once they are sold nobody else will be able to get into the venue. You will be turned away if you turn up without a ticket. Minecon 2013 was announced many months ago so unfortunately it's tough luck that you won't have the money
