4 billion blocks? I did the calculations using windows calculator, you can fit approximately 72 Denmark's inside the boundaries of the minecraft world (before the fake chunks @30 million blocks on each side).
Also sach, 4 trillion is the number you are looking for. Four thousand billion isn't even a proper number. Just thought I'd point that out.
I'm danish, and this project is done by the Ministry of Environment using very accurate map data from a geological institute.
I've taken a few pictures that you can see in the spoiler.
Also the map has been put into three parts, each on it's own server everyone can join.

To get from city to city you use /warp the following letters are replaced like this
æ = ae
ø = oe
å = aa

earth: ~510,072,000 square km
you would need 11 PETABYTES (or 11000 TB) to store it all.
the theoretical limit of a MC world is a bit over 9 million times the SA of the earth, so you can do it.
if you cared to edit the 5.1x1014 blocks needed for a FLAT map.
toss in another few million for compressed topography
(assuming the bottom of marinas trench is Y=2 with one layer of flat bedrock, and top of Mt. Everest is at the build limit)
good luck to whatever group decides to do this
though you would need 20% of this things total storage capacity to store it all.

The human brain's storage capacity is incalculable by modern technology. There is no way to quantify the storage capability of a synaptic neural-network, as humans can't recreate it. All electrical circuits we've created are logic gates and loops.
I would also like to note that there is an official server (seriously who would host an unofficial one)
But there is no grief protection. (Someone Danish should send them an email, This will be the vast majority of peoples only way to play it)

OH MY GOD YES, I was just thinking about recreating countries in Minecraft earlier as well, it would be absolutely stunning if they continued by recreating Germany, then Sweden, and so on until the entire continent of Europe is recreated. It will then be necessary to continue building the rest of the world.
We could even make it an entire realm(I think MC Realms could possibly host a server that included an entire 1:1 world)! I would build my house and settlements in Germany. The possibilities are endless.
