I mostly get it and see where it can be useful. But I don't get EXACTLY how it's priorities work. Let's say my first pack had sounds, textures, and language files. And then my second pack had lang files that changed the name of something else, texture files for the exact same items, mobs, and blocks; and a different set of sounds. Would it load everything from pack 1, sounds from pack 2, and merge the language files? If so, can I disable the merging of language files without removing them from a pack? Would this mean I'd need multiple language packs to prioritize over each other?
Servers should not be able to force resource packs on players. It's an accessibility issue (colour blindness, seizure sensitivity, etc.), as well as a risk that someone replaces all the textures with pornographic images and then posts a misleading description of the server on a forum where especially young people often visit.
On an unrelated note, will there be a way for mods to iterate over all versions of a single file, or all files in a single directory? Not so much for images or sound, but for text files (such as a list of random NPC names) there might sometimes be a need to read the same file from every selected resource pack (at least the ones containing a copy of that file), in order to combine their contents.

Neat, so basically if you're using a texture pack that is still in development, but don't want to see vanilla textures mixed in, you can choose another pack of similar style and resolution to fill in the gaps?

I'm really not happy about the way that sounds, and I do hope I am severely misinterpreting this.
I think using the server texture pack will be optional, but if you do want to use it, it will override other conflicting resource packs.
Let's say i want the textures of pack A, and the sounds of pack B...
Do i put A on top to get the textures and B below to get the sounds?
But what if pack A already has sounds in it?
How does minecraft know wich part of wich Resourcepack i wanna use?
It will just pick everything from A except what A misses, that will be take from B right?
But what if A has everything added but i don'want to use the sky, lava, or sounds but use the ones from B.
How does minecraft know this??? This is not clear to me from the article, can someone enlighten me?

Because if all it does is filling the missing stuff from A with stuff from B, it seems kinda useless.
That would mean i would have to take stuff out of A in order to get stuff from B showing, wich is just as tedious as mixing and matching really...
I only use my own textures nowadays since i'm busy with my own RP, but i'm still curious as to how this is resolved.

If B and a have sounds, remove textures from B and put it ontop of a.
I think the most awesome feature (though completely overlook by this news) is you won't need to uninstall anything any more if you want to switch/remove temporarily/definitely some unwanted resources.

Only if you not use mods. In mods cased main pain in mixing base resource pack with multiply mod specific resource pack addons. Specially when something from its updated and it overwrite some main pack parts.
server -(owners) got almost no ability to control their players (clients)..and that's wrong ! because who offers and runs the server ?the owner. so why should the players be allowed to do something the owner of the server doesn't want them to do ?
Server owners should NOT have control over players who do not want to use the server's resource packs. It won't stop determined cheaters (clientside xray mod, etc.), and requires players to fully trust the server to not force anything especially bad on them (such as, for another example, a high-resolution trollface which rapidly flashes different colors, resulting large downloads, low framerates, and/or health hazards for some people).
Additionally, there WILL be plenty of admins who think "I like this texture pack, everyone should use it", and disregard players whose computers can't handle it at an acceptable framerate. Or they like how it looks (or how it makes their base look), but causes some of the other players' builds to look terrible. And wouldn't it be funny if someone replaced all creeper sounds with rickrolls? Especially after hearing it for the 300th time that day?
And there is always the case of someone being forced to use a 16x near-vanilla pack when they prefer a really nice-looking custom 128x one.
There are very few servers which would actually benefit from mandatory resource packs, and many players who would end up inconvenienced by it.

But you can entirely disable the server side texture to keep your custom / vanilla texture.
Oh F yes!!! I am so happy about this I can't even word how use full this will be. I make my own texture pack with a few things i made myself and some things i like from other peoples packs. I hope we will eventually get advanced checklist options so we can pick and chose what asserts form what pack to use, but that doesn't seem kid friendly, unless it had a gui to show what texture was being selected. So yay great first step in a major improvement.
why shouldn't they ? if a server wants you to use a specific resourcepack ,then you have to use it.otherwise you probably shouldn't play on that server...
